Jonathan Mathieu currently serves as Vice President for Research & Compliance and Chief Economist at the Center for Improving Value in Health Care (CIVHC). In this capacity, he is responsible for managing research activities related to CIVHC’s strategic initiatives and ensuring compliance with applicable privacy, security and anti-trust laws and regulations. Prior to joining CIVHC, Jonathan served as an Economist at the FDA and was also employed as an Assistant Professor of Public Policy at Georgetown University. Dr. Mathieu holds M.A. and Ph.D. degrees in Economics from the University of Colorado, and a BS in Applied Mathematical Economics from Oswego State University.

He has spent 30 years at Minnesota and national health plans in the areas of cost measurement and analysis, fee schedule development and cost transparency.

Brantley Sterling Scott is the Data Quality Project Manager with the Office of Health Care Statistics within the Utah Department of Health. He currently works with improving data quality in the Utah All Payers Claim Database and the Utah Facilities Database. Further Brantley works with both local and national community health partners to create health informatics, one of which is the Network for Regional Healthcare Improvement Total Cost of Care (NRHI TCOC). Brantley graduated with a Master’s in Bio-Statistics from the University of Utah in 2015 and received a Bachelor’s of Science in Statistics from Brigham Young University in 2013.

Doug Rupp is the Analytics Manager, Affordability & Transparency at HealthInsight Oregon. He is focused on Total Cost of Care and Payment Reform projects in advance of the Triple Aim. Before beginning at HealthInsight Oregon in 2013, Doug worked for over 10 years in health insurance finance and product management positions. Other roles in manufacturing and publishing focused on process analysis and quality improvement. Doug is an Industrial and Systems Engineering graduate of Ohio State.
